Assignment title: Buildings energy efficiency training under the implementation of the energy efficiency improvements in public buildings

The Bosnia and Herzegovina has received financing from the World Bank toward the cost of the Additional Financing for the Energy Efficiency Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: Development and implementation of the Buildings Energy Efficiency Training for municipal/cantonal and building energy managers with providing presentations and written reports from trainings including participants satisfaction report. The objectives are to increase capacity in preparing, implementing and supervising energy efficiency investments in public buildings. Each canton/municipality where selected subprojects will be implemented is expected to designate a municipal/cantonal energy manager and one person responsible for energy in the selected buildings. Total number of selected building is twentynine (29) located in Canton Sarajevo (6), Herzegovina-neretva canton (7), Canton Tuzla (1), Zenica-doboj canton (11), Posavina canton (2) and Canton 10 (2). The Consultant service is expected to be implemented within 3 months.

The Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina Project Implementation Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Interested consultants must provide information indicating that they are qualified to perform the services by fulfilling following requirements:

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (max up to three members with identification of the leading company) and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of the sub-consultant will not be considered while shortlisting. Same information shall be submitted for the leading company and the associate companies except holding license from FMPP which is obligatory for leading company.
A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
