Assignment Title: Ex-Ante Evaluation of the Long-Term Strategy for Buildings Renovation in Federation of Bosnia and Herzegovina to 2050

The Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina and United Nations Development Programme in Bosnia and Herzegovina (UNDP BiH) signed a Letter of Agreement on the implementation of the Project Scaling-up Investment in Low Carbon Public Buildings in Bosnia and Herzegovina, funded by Green Climate Fund (GCF) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include independent and external ex-ante evaluation of the draft Long-Term Strategy for Buildings Renovation in Federation of Bosnia and Herzegovina to 2050, prepared by the Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina, with the aim of improving its relevance, coherence, quality, efficiency, effectiveness, consistency and synergy with relevant policies, where appropriate before its adoption. The Consultant activities will be related, but not limited to the following tasks during the course of contract duration: development of the ex-ante evaluation work plan, methodology with detailed evaluation questions and sub-questions, quantitative and qualitative data collection, review and analysis of the relevance of the Strategy, design and submission of the evaluation report, organization and delivering of the presentation(s) of the evaluation report to the key stakeholders. Expected duration of assignment is 3 months.

The Ministry of Spatial Planning of the Federation of Bosnia and Herzegovina Project Implementation Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The main qualification requirements are:

The Consultant should be a registered consulting company with at least 5 years of existence. The Consultant should be a qualified firm that have demonstrated expertise and experience in the following areas: conducting evaluations of the energy efficiency projects in buildings sector, conducting research of the residential buildings stock in Bosnia and Herzegovina, conducting research on social effects of energy efficiency projects in building sector, conduction research on attitudes towards energy efficiency in buldings sector. The Consultant should demonstrate his capacity to conduct quantitative and qualitative research.

The shortlisting criteria are:

Qualified consulting firms and their staff for this assignment should have extensive experience in the services mentioned above. The required minimum experience should be demonstrated by submitting the reference list of projects, with contacts of contractors, related to the above mentioned services for at least three (3) similar assignment during the last five (5) years.

Details of the referenced assignments would include the contract(s) value, location(s), number of staff involved in the contract(s), name of the Client(s), name of partners for contract(s) execution, source(s) of financing, type of services provided, contract(s) commencement and completion dates, a brief description of the contract(s).

The team of a consultant available under the assignment may include the following experts:

Team Leader with University degree (minimum Master’s equivalent) in economics or other relevant social sciences and ten years of experience in developing strategies for the public sector institutions and conducting evaluations; at least one evaluation team member with the university degree (minimum Master’s equivalent) in economics or other relevant social sciences and five (5) years of experience in socio-economic research by using quantitative and qualitative social science research methods including ex-ante and ex-post assessments and sufficient number of interviewers covering entire territory of Federation of Bosnia and Herzegovina. CVs of Key Experts are not required /will not be evaluated/ at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to increase dynamic or enhance their qualifications. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of the sub-consultant will not be considered while shortlisting.

A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
