Financing:

The estimated total project costs underlying the Project are at least EUR 9,5 million. The project will be financed by KfW with a Financial Contribution (grant) in the amount of EUR 9,5 million. The Employer intends to provide own contributions.

Project Background:

The Project concerns the promotion of energy efficient reconstruction and modernization of selected public buildings in the education sector in Bosnia and Herzegovina.

The purpose of the Project is to (i) improve the energy efficiency of public buildings (focus: faculties, schools and kindergartens) in Bosnia and Herzegovina and hence (ii) improve public service delivery in the education sector as well as (iii) poverty reduction.

The following Project activities shall be financed from the Financial Contribution:

  • Energy efficient reconstruction and modernization of approximately 20 school and kindergarten facilities;
  • Services provided by the Project Implementation Consultant (subject of this tender).
Project Measures:

Given the deficient public building stock it is necessary to go beyond mere energy efficiency measures and to focus on a holistic, i.e. comprehensive and sustainable refurbishment approach for the Project that optimizes energy efficiency. This holistic approach comprises three parts 1) investments, 2) energy controlling and 3) optimization of operations. The investments include not only (classical) energy efficiency measures (thermal insulation, exchange of window and doors, renewal of heating system etc.) but also structural/sustainability measures and comfort measures (see below).

Overall, this approach that leads to deeper renovations of public buildings (vs. “quick fixes” such as merely exchange of windows) that extend the lifetime of the buildings and allow energy and CO2 savings for a long-term period.

The main guideline for the rehabilitation of existing buildings is the EU Energy Efficiency Directive 2012/27 and its amended Version (EU Energy efficiency Directive 2018/2002) in conjunction with the associated adjustments in Article 24 of the Energy Community Treaty, the EU Energy Performance of Buildings Directive 2010/31 and its amended Version (EU Energy Performance Directive  Directive 2018/844 and EU Use of Renewable Energy Directive 2018/2001.

The buildings to be rehabilitated will be assessed by Structure and Energy Audits (SEA’s). The SEA’s will be elaborated by independent Energy Experts in a separate assignment. The final selection of the buildings and determination of the estimated investment will depend on the results of the SEAs and funds available.

The type of holistic, energy efficient rehabilitation of buildings applied in this Project comprises three types of investment measures:

  • Structural measures that are of basic importance for the serviceability of the buildings (i.e. static measures, sealing measures, etc.): fire protection, sewerage/drainage systems, roof repairing, facade, electrical power system, structural expansion/reconstruction and other repair works.
  • Comfort measures that increase the comfort and the learning, working and living conditions of the users (i.e. renewing of sanitary rooms, improvement of summer heat protection, etc.): sanitary rooms, floor covering, interior, pavement etc.
  • Energy efficiency measures that improve the energy efficiency performance of the buildings (i.e. additional thermal insulation layers, heating renewal, etc.): exterior walls, roof/top floor ceilings, windows, basement ceilings/walls, heating system/hot water preparation, lighting system, external sunshades and solar and biomass energy plants.
Requested Consulting Services:

The Implementation Consultant shall provide expertise in concept preparation, designing, tendering, engineering, construction and commissioning supervision and project management to the Employer to ensure the implementation of the Project with respect to time, cost and quality.

The consulting services comprise primarily the following main tasks:

  • Revision of available documentation and Structure and Energy Audits;
  • Detailed Design of the Works observing applicable and state of the art international standards and in accordance with the relevant FBiH law and regulations;
  • Development and implementation of an Environmental and Social Management Framework (ESMF) according to KfW guidelines;
  • Assist the PIU in the tendering processes for construction works: designing and implementing the Tender Process (as defined in the “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries“ in compliance with (i) the Procurement Guidelines and (ii) the environmental and social standards;
  • Supervision of the execution and commissioning of the works, observing applicable and state of the art international standards and in accordance with the relevant FBiH law and regulations
  • Supervision of the environmental and social impacts and occupational safety of the project and their compliance with respective EU legislation requirements;
  • Support of the Project Implementation Unit (PIU) in quality control, impact monitoring and reporting;
  • Checking and co-signing the disbursement requests from the PIU/MSP FBIH
  • Impact verification and monitoring;
  • Checking of invoices;
  • Managing of variation orders and claims;
  • Preparation and conduction of post construction energy audits (update of pre-rehabilitation structure and energy audits), acc. to DIN V 18599;
  • Issuing of energy performance certificates, acc. to DIN V 18599;
  • Setting-up of an operation and maintenance concept, including an energy efficiency training for energy managers and caretakers of rehabilitated buildings to ensure an energy efficient operation of buildings (the Implementation Consultant will be supported by national experts);
  • Provide basic advice to MSP FBIH and municipalities on issues closely related to the Project (e.g. on how to improve the incentives for schools to reduce energy consumption);
  • Reporting to the Steering Committee and KfW;
  • Implementation and application of a quality management system in line with ISO 9001 and an environmental management system according to ISO 14001;
  • Ensuring compliance with Occupational, Health, Safety and Labor Conditions according to ISO 45001 or OHSAS 18001.

The Implementation Consultant will assume the role of the FIDIC Engineer according to FIDIC Red / Pink Book.

The Implementation Consultant will be responsible for all design works related to this Project. The MSP FBIH will conclude a contract with a Design Review Consultant. The Design Review Consultant will be responsible for the review of the detailed design prepared by the Implementation Consultant.

The award of the Consulting services is planned for 2Q/2021. The overall implementation period of the project is estimated with 48 months.

The Employer intends to award the requested consulting services to eligible consultants. Eligible consultants are all independent and qualified consulting companies with ten (10) or more years of experience in the sector. Sector means Energy Efficient Rehabilitation of Buildings. The Consultants personnel shall have experience in design, tendering, construction and commissioning supervision as well as project management of energy efficiency projects.

Consulting firms with regional experience in handling similar projects with similar tasks in Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, Albania, Kosovo, Croatia, Slovenia, Ukraine, Georgia and Armenia are preferred. The Bidder shall show a necessary average annual turnover of more than EUR 0.75 million over the last three years. A consortium or joint venture needs to show a total average annual turnover of EUR 0.750 million over the last three years, whereas the lead partner shall show an average annual turnover of more than EUR 0.525 million.

More detailed information about the project, content and form of the application documents and the scope of services of the Consultant can be requested from the Tender Agent (TA). Without this information, it might not be possible to produce a compliant Expression of Interest.

Detailed Terms of Reference will be provided to consultant that submitted an expression of interest and that have been successfully prequalified.
